Law Enforcement Leadership Program Director Honored With Distinguished Service Award

Last month, Kishon C. Hickman, Sr., M.A. ’11, Ed.D., director of Seton Hall’s Law Enforcement Executive Leadership (LEEL) master’s program, was honored with the Distinguished Service Award at NOBLE New Jersey’s 38th Annual Scholarship and Awards Dinner Dance.

Presented annually by the National Organization of Black Law Enforcement Executives (NOBLE) New Jersey Chapter, the Distinguished Service Award recognizes NOBLE members for outstanding service or accomplishments in criminal justice, specifically in the areas of deadly force, human welfare and social reform. 

“This award belongs to every mentor who shaped my path, every colleague who stood beside me and every student whose potential reminds me why this work matters,” said Hickman. “As we continue to navigate the evolving landscape of criminal justice, it is through recognition like this that we're reminded of our collective responsibility to build bridges, foster understanding and create pathways for the next generation of principled leaders.”

A nationally recognized thought leader, Hickman has authored multiple publications on timely issues in modern policing, including school safety, body-worn camera implementation, and the role of higher education in preparing law enforcement professionals. In 2024, he was recognized with the Richard B. Lewis Award for Excellence in Criminal Justice Education.

Hickman’s recognition by NOBLE reflects the values of Seton Hall’s LEEL program, which he leads. The 100% online Law Enforcement Executive Leadership program is designed for working professionals in public safety. The 30-credit graduate program provides a rigorous curriculum covering organizational leadership, crisis management, ethics and public safety policy. Taught by faculty with both academic and real-world experience, the program prepares students to lead in today’s increasingly complex public sector environment.

“This honor further establishes Seton Hall as a premier destination for criminal justice education and leadership development,” said Hickman. “The themes recognized by this award — community service, professional excellence and advancement within law enforcement — are central to both our program’s mission and the University’s commitment to servant leadership.”

Founded in 1976, NOBLE serves as the “conscience of law enforcement,” advocating for the improvement of the profession and its relationship with the communities it serves. The organization’s motto, Justice by Action, reflects its emphasis on policy advocacy, training and outreach to promote equity, accountability and leadership in law enforcement.
