School of Diplomacy Welcomes Hugh Dugan, New Sharkey Scholar

The School of Diplomacy and International Relations would like to welcome a new appointment to the Tom and Ruth Sharkey Distinguished Visiting Scholars Program: Mr. Hugh Dugan.

Mr. Dugan is an international affairs scholar and career diplomat who served the U.S. Department of State for 32 years. His expertise on U.S. participation in the United Nations is supported by his 26 years of experience working with the UN Member States and Secretariat. During his tenure with the UN, he developed broad expertise on key areas of UN activity and foreign policy challenges facing the United States. His portfolio included economic and social affairs, UN management and reform, political affairs, and peacebuilding. Among his many notable achievements is his work with senior U.S. Congressional figures to spearhead UN institutional and managerial modernization, which resulted in U.S. Senators releasing a payment of $1 billion in U.S. arrears to the UN, a major portion of its budget.
Mr. Dugan will be in familiar territory at Seton Hall. He was a member of the School's faculty in 2001, and has briefed several student delegations participating in the School's UN Intensive Summer Study Program. As a Sharkey Scholar, he will lend his first-hand expertise to students while teaching the course "Politics at the UN: Relevance and Reform." Mr. Dugan will guide students through an in-depth analysis of the growing number of issues on the UN agenda. Students will examine what the UN does and the challenges it faces as well as explore possible UN reforms, which could pave the way for greater organization effectiveness in the future.
Mr. Dugan will also serve as an adviser on the School's UN Studies Graduate Certificate program, collaborate with the Center for UN and Global Governance Studies, and assist with professional development. Mr. Dugan will share his knowledge and skills with the wider University community by hosting a series of workshops during his time at Seton Hall.
"Having a diplomatic practitioner on campus with such vast experience will provide our students with insight into functions of the UN, its strengths and limitations, and the conduct of U.S. foreign policy," said Dean Smith. "His expertise and guidance will be invaluable additions to the classroom, the School and the University overall.
